我找到了它无法正常工作的原因。我不得不在配置中关闭缓存，并在我的请求中添加一个不缓存的选项。

使用ini_set禁用缓存，或者修改php.ini：

ini_set("soap.wsdl_cache_enabled", 0);

我还在我的请求中添加了以下选项参数：

array('cache_wsdl' => WSDL_CACHE_NONE)
