在提示后提示我们手动提示时，我似乎无法创建超级用户（如果相关，则使用sqlite作为数据库）。当我在提示时选择“否”时它会正常进行，但当我选择“是”时，会发生这种情况。

似乎系统区域设置未正确设置，因此locale.getdefaultlocale（）返回（None，None）。查看locale的输出以检查是否是这种情况（详细信息在this document中）。最简单的解决方案是在运行setenv LANG en_US.UTF-8之前执行python manage.py syncdb之类的内容。
