我的组织正在切换到Google Apps for Education。我已成功使用Google Email Uploader迁移我的电子邮件（作为域管理员）。但是，当我尝试上传其他用户的电子邮件时，我遇到以下错误：

Username or password not accepted

This domain does not allow users to access the Email Migration API.
Error 403

Google Apps for Business / EDU域管理员始终可以迁移邮件。但是，为了使用户能够将邮件迁移到自己的帐户，必须在“控制面板”中启用它。请参阅Google针对enabling user email migration的说明。
