您的问题出在sqlite3 gem:

An error occurred while installing sqlite3 (1.3.8), and Bundler cannot continue. 

您必须将pg gem添加到Gemfile组中的production,因为Heroku使用PostgreSQL。

您可以继续在sqlite3development群组中使用test
