SmartSVN does not support the Local Repository Access (aka file://) protocol。您需要启动服务器才能使用本地计算机上的存储库。

根据您的屏幕截图，您似乎正在使用Windows。可能最简单的过程是download the Windows Vanilla Subversion installer from WANdisco。一旦安装完毕，您应该可以从命令提示符启动svnserve，如下所示：

svnserve -d -r c:\repo
