Maven依赖项未复制到WEB-INF \ lib文件夹

Question

无论我mvn clean install做多少-U这个依赖（以及其他一些）都没有被target\app-1.0-SNAPSHOT\WEB-INF\lib文件夹处理：

现在不知道为什么会这样，当在 pom.xml 中有<packaging>war</packaging>
