在我的情况下，这是由锁定Temporary Internet Files中的一个目录的进程引起的。这是通过使用Sysinternals Process Monitor和Handle工具发现的。
找到手柄后，我可以强行关闭它，让安装成功。 （重新启动也可以解决问题。）
