http meta使用Web查询参数重新定向

是否可以使用元?id=123&topic=technology传递原始网络请求中包含的网络查询参数（例如：refresh），以便目标网站（如下例所示）

能够读取/解析原始网页查询参数吗？如果没有，那么可能在所有主要网络浏览器中使用的替代方案是什么？感谢。
