输入城市数量并按 Enter 时，scanf不会从输入中读取换行符。 fgets然后尝试阅读但找到换行符，并立即停止。

请勿使用scanf来阅读数字，先使用fgets读取字符串，然后使用sscanf（或strtol / strtof / {{ 3}}）转换为数字。
