在<plugins> tag </plugins>之外创建一个单独的<pluginManagement>，并将buildnumber maven插件分别放在那里。这对我来说是什么，不要问为什么。

MANIFEST.MF中的buildNumber不是使用buildnumber-maven-plugin和svn生成的
