The problem with the site you've linked to is that the select box is managed from JS only and has been replaced by a non-select dropdown. This is common if you want to apply custom UX which isn't always available for OS-defined select behaviour.

You can have Selenium execute some Javascript which removes the display:none style from the select and then do your option select.

driver.execute_script("document.getElementById('criteriaSidesLeg').setAttribute('style','')");

Or alternatively simulate the necessary clicks on the psuedo-select elements and let the site JS update the select for you.
