我找到了答案。身份验证失败是一个红色的鲱鱼。实际问题是它正在等待用户输入，但是PowerShell没有写出问题并等待答案。以下是日志文件中的行：

要解决此问题，我必须转到“管理工具”>“服务”，然后将VSTS代理服务帐户从“网络服务”更改为“本地系统”。

该服务随后可以启动并按预期工作。
