编译BitchX时找不到OpenSSL

我正在尝试在Debian上编译https://github.com/BitchX/BitchX --with-ssl，但是./configure没有找到OpenSSL库......

configure: error: --with-ssl given, but could not find OpenSSL.

 apt install libssl-dev openssl

这两个都已安装

 libssl-dev is already the newest version (1.1.0f-3+deb9u1).
 openssl is already the newest version (1.1.0f-3+deb9u1).

关于我可能需要安装什么或者为什么BitchX没有找到OpenSSL库的任何想法？

apt install libssl1.0-dev
