您的数据库正在db容器上运行，而不是在localhost容器内的weg-api上运行。因此，您必须更改

spring.datasource.url=jdbc:postgresql://localhost:5432/weg

到

spring.datasource.url=jdbc:postgresql://db:5432/weg

我还建议您将container_name赋予每个容器，以确保容器名称始终相同。否则，有时您可能会因配置而获得不同的名称。
