以下是解决方法：

单独下载读取超时为hapenning的jar文件。在这种情况下下载 com.google.gwt.eclipse.sdkbundle.2.0.3_2.0.3.v201002191036.jar。 com.google.appengine.eclipse.sdkbundle.1.3.3_1.3.3.v201004231111.jar。

使用上面的网址。注意：两个罐都超过80MB，需要一段时间才能下载。
将jar复制到eclipse的插件文件夹
再次恢复插件安装。

下载时你会超时。代理或防火墙是否存在问题？目前您的互联网连接可能会承受很大的负担，因此最好的选择是稍后再试一次。

如果这些都没有帮助，那么您可以尝试更改eclipse.ini文件中的超时设置;

-Dorg.eclipse.ecf.provider.filetransfer.retrieve.closeTimeout = 3000

-Dorg.eclipse.ecf.provider.filetransfer.retrieve.readTimeout = 3000
