tomcat为什么不听关机端口？

Question

我在server.xml中配置了端口9001

但是当我跑步时：

telnet 127.0.0.1 9001

我收到了：

Trying 127.0.0.1...
telnet: connect to address 127.0.0.1: Connection refused
 telnet: Unable to connect to remote host: Connection refused

需要检查什么？ 感谢。
